I think and after looking at the condition of japan and I think this is an international disaster and all the country and UNO should be helping the japan to recover their condition and I think for the primary action is local officer military and for all the component including all the internet officer would be agree and all the local internet user in japan could be helping the victim and protecting and making the victim safe and I think would be need many expert including nuke expert and also the fire man should be contribute on this disaster and when all the access to japan could be reach that all the side that come from UNO would be also helping japan to recover this condition and for nuke reactor and I think that was great action to evacuate the civiliant around that reactor until it could be back to the previous condition as well and as soon as possible and I hoping this could be usefull for many internet user .
